NEW DELHI, SEPT 12: Indian Oil Corporation (IOC) on Monday lost the race to acquire 51% in Tupras (Turkish Petroleum Refineries Corp) to a consortium of Shell and Turkish company Koch Holdings. The Shell-Koch Holdings consortium won the auction for $4.14 billion.

This is India’s second major failure to acquire a global oil and gas property in less than a month. The ONGC-Mittal combine had recently lost in the bid to acquire Canada-based Petro-Kazakhstan to China’s CNPC. read more

Shell will use smart field technology to exploit the oil reserves from Champion West and installed the platform last month. It is set to begin drilling complex production wells into the reservoir, including long horizontal wells that Shell is calling ‘snake wells’, in October. read more

Shell Oil’s hurricane-hit Norco refinery is at 95 per cent capacity and will soon be at full operation, the company says.

Hurricane Katrina slammed into Louisiana and Mississippi on August 29 with deadly winds and flooding that affected Shell’s crude oil and natural gas production in the Gulf of Mexico as well as its local refineries and petrol marketing operations.

“The Motiva Norco Refinery is back in operation and anticipates running at about 95 per cent of crude throughput capacity today. The remainder is anticipated to come online over the next few days,” Shell said in a statement. read more

Royal Dutch Shell has gone Nordic again, this time to fill its top communications job. Björn Edlund from the Swiss-Swedish engineering group ABB will become vice-president for media and communications on October 1. The Swede’s appointment, filling a plum vacancy in European corpcomms, follows Shell’s choice of a Finn, Nokia chief executive Jorma Ollila, as chairman from June next year.

Edlund will be reunited with chief financial officer Peter Voser, another ABB alumnus who came back to Shell in 2004. In charge of external and internal communications, he will report to Roxanne Decyk, head of a new corporate affairs directorate. read more

THE receding water of Hurricane Katrina is revealing a new nightmare leaked oil, some of which appears to be in the streets of populated neighbourhoods, writes Rajesh Joshi in New York.

The US Coast Guard, the US Environmental Protection Agency and Louisiana state officials are recovering spilt oil. At least eight incidents have so far been identified, including several where the leaks were said to have ended up in ‘secondary containment’.

An unquantified portion of the leak of 16,000 barrels from a storage tank at Murphy Oil’s refinery in Chalmette was said to have seeped into residential neighbourhoods on the southeastern outskirts of New Orleans. read more

A consortium led by Koc Holding AS of Turkey and including Royal Dutch Shell PLC fended off eight other bidders in a hotly contested privatization auction for control of Tupras, Turkey’s 500,000-barrel-a-day refiner.

The winning bid of $4.14 billion (€3.34 billion) defied even the most optimistic expectations which, ahead of the auction, had reckoned with a final price tag closer to $3 billion.

The Koc-Shell group faced its strongest competition from a joint venture comprising state-owned Indian Oil Corp. and Turkey’s Calik Enerji Sanayii, as well as OYAK, an industrial conglomerate representing a Turkish Army officers’ pension fund. read more

SHANGHAI (Reuters) – Royal Dutch/Shell Group’s $4.3 billion joint-venture naphtha cracker in southern China is on track to start up by late this year, helping to meet booming demand for the chemical used in products ranging from fertiliser to diapers.

Downstream units to process the venture’s 800,000 tons per year of ethylene output are slated to come online in early 2006, the project’s manager told Reuters in an interview on Tuesday. read more

LONDON (AFX) – A UK tribunal has thrown out a complaint made by ex-Royal Dutch Shell chairman Philip Watts over how the Financial Services Authority managed its probe into the energy giant’s reserves crisis.

The Financial Services and Markets Tribunal this morning ruled that Watts had not been ‘identified and prejudiced’ by the FSA when it described Shell’s numerous mis-statements of its reserves as ‘unprecedented misconduct’.

The investigation also led to a 17 mln stg fine for the oil giant. read more

I would like to convey through the medium of the Tell Shell forum my condolences in respect of the poor souls in the Gulf States of the USA who tragically lost their lives as a result of Hurricane Katrina. I pray for relatives and friends of the deceased and for the huge number of people who have lost everything and now find themselves living as refugees a long way from their homes.

There has been some criticism of the oil companies for giving alleged derisory donations to assist in the response to this unprecedented natural disaster in North America. I understand (correct me if I am wrong) that my former employer Shell has given $1 million USD. In view of recent publicly made allegations against Shell management that it has displayed racist policies towards its former employees in Malaysia (which I am sure must be unfounded), I would respectfully suggest that Shell could dispel any such notion by making a much more significant donation to the charities supporting the refugees, many of whom are impoverished. read more

FORMER Shell chairman Sir Philip Watts has suffered a major setback in a bid to restore his battered reputation.

He had claimed the Financial Services Authority blackened his name by association in its report on how the oil giant had massively overstated its reserves.

Watts, who was not named in the report but was clearly referred to, claimed the watchdog should have given him the right to defend himself against the allegations.

But the Financial Services and Markets Tribunal today dismissed his case, saying it agreed with the FSA that, while Watts was identifiable in the ‘matter’ of the Shell case, he was not actually identified in the notice issued by the FSA. read more
