The Associated Press: Offshore oil bids highest in eight years; Louisiana still unhappy

NEW ORLEANS — Bidders largely ignored court challenges to additional petroleum drilling off the coasts of Texas and Louisiana and made $340.9 million in high bids for 381 offshore tracts.

The bid total was the highest in eight years for the federal government’s annual sale of exploration leases in the western Gulf of Mexico. In last year’s sale, the Minerals Management Service accepted $283.4 million on 342 tracts.

Foreign-owned companies were among the top bidders.

Petrobras America Inc., a subsidiary of the Brazilian national oil company Petrobas and a major player in Gulf lease sales since 2004, was the highest total buyer, putting in 34 winning bids valued at $45.5 million. read more

ST. LOUIS POST-DISPATCH: Oil companies to expand vapor recovery system

HARTFORD

Oil companies working with the U.S. Environmental Protection Agency will expand
a system that collects vapors from an underground pool of gasoline.

The system recovers the vapors and pipes them to the former Premcor refinery
for burning. The expansion will include piping along additional streets and
more extraction wells. Work will begin early next month.

It’s all part of an effort to eliminate a decades-old problem. Residents of
northern Hartford have complained for 40 years about hydrocarbon fumes that
enter their homes through the ground. read more

Aberdeen Press & Journal: Top BP bosses facing action over pipelines

OIL giant BP faced fresh controversy yesterday after shareholders filed a lawsuit against senior executives following the partial shutdown of its Prudhoe Bay oil field in Alaska.

BP was forced to slash production at Prudhoe Bay – the largest oil field in the US – after the discovery of corrosion in pipelines last week.

Highly respected BP chief executive Lord Browne of Madingley and other senior executives now face legal action after shareholders alleged the company knew about the pipeline corrosion for years. read more

Recently my attention was called to your site and I read about the tragic Brent fatalities. Your personal remarks in several postings are spot-on: people are afraid to speak out since it may have severe consequences if the boss does not like it.

This generally means requests for budget to fix things are frowned upon, since some directors see this as wasting money and steering profit away from the shareholders. We have been supplied with a copy of a leaked M B Close Visual Inspection Report dated 24 February 2006 carried out for Shell on the Brent Bravo platform. M B Inspection is a major provider of Integrity Engineering, Inspection and other specialist services to the Oil & Gas and Petrochemical Industries. 

The M B inspection was performed early in February 2006 on the stairwell of the Brent Bravo platform utility leg where two men, Keith Moncrieff and Sean McCue, were killed in September 2003. The recent related Fatal Accident Inquiry concluded that their deaths were preventable. read more

HOUSTON — Mexico received its first shipment of liquefied natural gas, marking the commissioning phase of the nation’s first LNG regasification plant.

The cargo was delivered from Royal Dutch Shell PLC’s Bonny liquefaction plant in Nigeria to the Altamira terminal on Mexico’s northeastern coast, Shell has a 50% stake in the terminal, and Total SA and Mitsui & Co each have 25% shares. Subsequent LNG cargos will be delivered by Shell, which owns 75% of the terminal’s capacity rights, while Total has a 25% capacity stake, Shell said. read more

Crude-oil futures fell for the fourth straight day, losing nearly $2 a barrel to settle at $70.06 on the New York Mercantile Exchange, their lowest close since June 20. • Royal Dutch Shell and ConocoPhillips hired tankers to carry crude oil from Asia to the US West Coast to cover a shortfall caused by the partial closure of the US’s largest field in Alaska at Prudhoe Bay.

• Excelerate Energy, a closely held company formed in 2004 to develop import terminals for liquefied natural gas, will start deliveries to a new UK terminal on December 18 as the demand for fuel peaks during the winter.

• E.on, the world’s largest utility, said the coming winter will be “challenging” for energy supply in the UK as North Sea reserves dwindle, raising the need to import more gas. read more

AFX Europe (Focus): Australia’s Woodside seeks US port license, pipeline approvals for gas exports

SYDNEY (XFN-ASIA) – Woodside Petroleum said it has applied to US government agencies to build and operate a proposed OceanWay liquefied natural gas project designed to bring Australian natural gas to California.

The company, 34 pct owned by the Royal Dutch Shell group, said applications were submitted to the US Coast Guard and the Maritime Administration for a deepwater port license and to the City of Los Angeles for a natural gas pipeline franchise.

The company is seeking approval to place two delivery buoys more than 32 kms offshore from Los Angeles International Airport (LAX) with dual undersea pipelines to deliver the natural gas to shore. read more

Oil prices sank to two-month lows yesterday after the Organisation of the Petroleum Exporting Countries said it did not expect to reduce production for the rest of the year.

Nymex West Texas Intermediate for September delivery settled $1.83 lower at $70.06, its weakest level since June 26. ICE October Brent closed down $1.25 at $71.58 a barrel. read more

Associated Press: BLM: oil shale projects will have no significant impact

DENVER (AP) — A federal agency believes there would be no significant environmental impacts from two experimental oil shale projects in northwestern Colorado that could lead to the commercial mining of oil from rocks.

The Bureau of Land Management released environmental assessments this week of projects by Shell Frontier Oil and Gas Inc. and Chevron USA in Rio Blanco County. The assessments, open to public comment until Sept. 18, said a potential drop in groundwater levels on the test sites proposed by Shell could adversely affect four endangered Colorado River fish. read more
