The Wall Street Journal: Russia to Increase Natural-Gas Prices at Home

EXTRACT: He said Russia wants Royal Dutch Shell PLC’s Sakhalin II project, which has faced unprecedented pressure in recent months from Russian environmental and other regulators, to be successful. But he said a $10 billion cost overrun in the project amounts to “a substantial change in the terms of the deal” and must be negotiated with the Russian government. Shell so far has insisted that the 1990s contract governing the deal entitles it to full cost recovery before it begins sharing the output with the Russian side. read more

IAEA MAY DENY IRAN NUCLEAR HELP: Most participants at a meeting of the United Nations’ nuclear watchdog agency have reached a tentative agreement to deny Iran technical aid for its plutonium-producing reactor. The agreement would refuse Tehran’s call for help in building the Arak reactor, while approving its requests for International Atomic Energy Agency aid on seven other nuclear projects, diplomats said. read more

Frothing technique will reduce GHGs and water use, says company

Shell Canada is touting a new oilsands technology which it says will use less water and reduce greenhouse gas emissions.

The Calgary-based company said its Shell Enhance froth treatment technology will eliminate 40,000 tonnes of greenhouse gas emissions per year – improving efficiency by 10% – and it will require 10% less water.

Froth treatment is a process that removes dirt and clay from the oilsands, leaving bitumen suitable for upgrading. read more

Bloomberg: Argentine Oil Refinery Workers Begin Strike Over Pay (Update1)

Nov. 21 (Bloomberg) — Argentine oil refinery workers began a strike demanding that companies, including Royal Dutch Shell Plc. and Repsol YPF SA, help cover income taxes on overtime pay, union leader Alberto Roberti said.

The 18,000 refinery workers throughout the country are seeking the same benefits that companies granted last week to employees at oil and gas production plants, said Roberti, head of the Federation of Oil and Gas Workers. Roberti said the strike may cause shortages as soon as today. read more

Bloomberg: Shell, Exxon Venture Set to Produce Dutch Wetland Gas (Update1)

Nov. 21 (Bloomberg) — Royal Dutch Shell Plc and Exxon Mobil Corp. will start to pump natural gas in January from a Dutch wetland that contains as much as 170 billion cubic meters of the fuel, said the head of their production venture.

Shell and Exxon’s joint company has licenses to explore and produce for the next three decades in different blocks in the Wadden Sea to supplement production from their aging Dutch Groningen field. Only 60 wells have been drilled in the area over the past 60 years. read more

Politicians from across the spectrum are criticising Garda behaviour during protests against the Corrib Gas Pipeline.

The Labour Party, the Greens, Sinn Féin and a number of independent TDs say the ‘Shell to Sea’ campaign group have been subjected to police brutality.

Demonstrators claim the Gardaí have been given orders to treat them aggressively, during what they say were peaceful protests.

Green Party Leader Trevor Sargeant described the handling of the protests as ‘disgraceful’. read more

BBC News: Libel ruling boosts net providers

Google

Bloggers and US internet providers cannot be liable for posting defamatory comments written by third parties, the California Supreme Court has ruled.

It followed the case of San Diego woman sued after posting allegedly libellous comments online about two doctors.

Some of the internet’s biggest names including Google, eBay and Amazon have supported a woman in a US legal battle that may save them from libel cases.

The judges said the ruling would protect freedom of expression.

Prime-Tass: Putin says authorities to keep cracking down on big cos that violate law

MOSCOW, Nov 21 (Prime-Tass) — Russian President Vladimir Putin said Tuesday that Russian authorities would keep cracking down on “big companies” that violate legislation, ITAR-TASS reported.

“Despite political blackmail, we’ve investigated some big companies and will keep doing that,” Putin said at a meeting with law enforcement officials.

Russian authorities have recently probed the compliance of many major oil and gas projects with environmental standards and license agreements and threatened to revoke a number of oil and gas field licenses. read more

A cross party delegation joined forces today to call for an independent commission over the controversial Corrib gas pipe line.

The campaign against the 9km high pressured pipe line through Rossport, Co Mayo heightened as six public representatives backed local residents’ demands.

Activists earlier stressed they planned to step up their campaign of civil disobedience by organising ways to disrupt workers entering and leaving the gas compound.

Campaigners also revealed a detailed list of myths and realities surrounding the project. read more

RIA Novosti: Russia could bring Sakhalin II dispute to international court

MOSCOW, November 21 (RIA Novosti) – The Natural Recourses Ministry said Tuesday that Russia should claim compensation, through an international arbitration court, for environmental damage and lost profits caused by violations in the Shell-led Sakhalin II oil and gas project in the country’s Far East.

Earlier in November the country’s environmental watchdog said Russia could turn to the International Arbitration Court in Stockholm to demand around $10 billion in compensation from the operator. read more

Russia’s Industry and Energy Ministry is poised to complete negotiations on the Sakhalin-2 budget before the year-end, Deputy Minister Andrei Dementyev told journalists today. He explained that they would include reviewing the estimated costs of the project proposed by the Sakhalin Energy Consortium, and some other agreements.

The Industry and Energy Ministry has drawn in Zarubezhneft to independently evaluate the project’s costs. According to unofficial data, the cost of Sakhalin-2 has been overstated by $1.6bn to $2.5bn. However, Zarubezhneft has not yet released the data. read more

The contents of a New Jersey man’s “gripe site” — a 45-page Web site dedicated to the perceived misdeeds of his car insurer — were protected free speech that did not constitute defamation, a Manhattan judge has ruled.

Penn Warranty Corp. alleged that Ronald DiGiovanni’s site made eight libelous statements about its business, including that it is a “blatantly dishonest company” that has been “running scams,” “committing fraud on a grand scale,” and “ripping off its contract holders for quite a while.” read more

Lloyds List: Shell wins Nakilat LNG contract

A prestigious contract to manage at least 27 liquefied natural gas carriers owned by Qatar Gas Transport (Nakilat) has been won by Shell.

Nakilat, which has ambitions to become a leading operator in gas shipping, has awarded Shell International Trading and Shipping a 25-year deal.

As a result, Shell will have more than 50 LNG carriers under management.

The agreement foresees that operational management of the Nakilat vessels will be transferred to the Qatari company within a 12-year timeframe. read more
