Reuters: Russian senator says Shell’s Sakhalin-2 to proceed

MOSCOW, Nov 24 (Reuters) – Royal Dutch Shell’s (RDSa.L: Quote, Profile, Research) giant Sakhalin-2 project will go ahead, a Russian senator said on Friday, reacting to attempts by the state environmental watchdog to revoke the venture’s licences on ecological grounds.

Nikolai Kosarev, deputy head of the natural resources and environment commission at the Federation Council, the upper house of parliament, said the situation should not be overdramatised and some ecological violations were “a working process”. read more

Bloomberg: Oil Rises on Cut in Eni Nigeria Deliveries, U.S. Heating Demand

Nov. 24 (Bloomberg) — Oil rose after a report that Eni SpA halted delivery of some Nigerian crude because of a militant attack and because traders said heating fuel demand will increase in the U.S.

Rome-based Eni declared force majeure at the Okono/Okpoho offshore oilfield, Dow Jones Newswires reported, without saying where it got the information. Heating fuel demand may rise next week in the U.S., according to analysts surveyed by Bloomberg News.

“Brent oil seems the leader on the back of the news” from Nigeria, said Kevin Blemkin, a broker with Man Group Plc in London. Less output from Eni “added upside potential, and Brent can reach $60.25” a barrel, he said. read more

MarketWatch: Shell Canada considers building new refinery at Sarnia, Ontario

CALGARY (MarketWatch) — Shell Canada (SHC.T), the Canadian unit of Royal Dutch Shell (RDSB.LN), said Thursday that it’s considering building a new refinery near Sarnia, Ontario.

The refinery would have a processing capacity of between 150,000-250,000 barrels of heavy crude a day, said Shell Canada Chief Executive Clive Mather in a press conference.

“We’re examining how to maximize our potential from our oil sands assets by expanding our manufacturing base in Ontario,” Mather said. read more

Bloomberg: Sibir Oil Output Growth Revives After Russia Equipment Failure

Nov. 24 (Bloomberg) — Sibir Energy Plc, a U.K.-based oil company that operates in Russia, said production growth has revived after equipment failure slowed output at a field it runs with Royal Dutch Shell Plc.

Sibir’s output has grown to 35,000 barrels a day, most of which comes from the Salym field that is run by the company’s Western Siberia venture with Shell, London-based Sibir said today in a Regulatory News Service statement. The field is producing 57,000 barrels a day and should be pumping 60,000 a day by year’s end as planned. read more

That outcome is no more and no less than we would expect from a cross-section of sane, reasonable, law-abiding citizens.

Irish Independent: Majority want the Shell Corrib pipeline to go ahead, says poll

A STRONG majority of the people in Co Mayo believe work on the controversial Shell Corrib gas pipeline should be allowed to continue unimpeded.

After months of violent confrontations between protesters and gardai, an opinion poll has found that 70pc want the work to continue without interruption.

The findings are a sharp rebuff to the Shell to Sea campaign which claims it has the support of most people living in the county as well as the Rossport area.

The Red C opinion poll for the Irish Independent/Prime Time also found a majority (53pc) believes the protesters are indulging in intimidation and are being manipulated from outside (52pc). read more

HELSINKI – BP PLC chief executive John Browne said yesterday international oil companies should not expect to control Russia’s natural resources.

“We have learned about the importance of oil and gas for national security,” Lord Browne said at the EU-Russia Industrialists Forum in Helsinki. Russian assets “will remain predominantly Russian assets.”

BP’s TNK-BP venture, the second-largest privately owned oil company in Russia, has started becoming an anomaly as Vladimir Putin, the Russian President, increases state control over the energy industry to build the country’s global political and economic power. The government is tightening control over projects led by foreign companies, including BP and Royal Dutch Shell PLC. read more

Financial Times: Petronas snaps up 10% stake in Cairn India

Cairn Energy, the UK oil group, has sold 10 per cent of its Indian business to Petronas of Malaysia at a higher-than-expected price, raising the value of a planned initial public offering next month.

Cairn now expects to raise about $2.2bn (£1.15bn) from the sale of 30.5 per cent of Cairn India, more than the $1.8bn it had originally estimated.

The UK oil group is raising $822m by placing almost 12 per cent of the business, with 1.9 per cent of the new company available to Indian and international institutional investors. read more

Poisoned spy defiant in final interview before his death…

The poisoned Russian spy breathed defiance at the Kremlin as the effects of a mystery cocktail pushed him towards his death last night.
 
“I want to survive, just to show them,” Alexander Litvinenko said in an exclusive interview given just hours before he died.
 
Too weak to move his limbs and visibly in great pain, the former Russian intelligence officer suggested that he knew he may not win his struggle against the lethal chemicals destroying his vital organs. But he said the campaign for truth would go on with or without him.
 
“The bastards got me,” he whispered. “But they won’t get everybody.”
 
Mr Litvinenko, 43, uttered his last defiant words to Andrei Nekrasov, a friend and film-maker, who had visited him in University College Hospital in London every day this week. Last night Mr Nekrasov described the extraordinary scenes in hospital, where one ward looks like a scene from The Godfather.
 
“Sasha was a good-looking, physically strong and courageous man,” Mr Nekrasov told The Times. “But the figure who greeted me looked like a survivor from the Nazi concentration camps.”
 
Moments after he saw his friend pass away, Mr Nekrasov said: “I have been through a few things in Russia and Chechnya, but this is one of the most horrible crimes I have witnessed in my my life.”
 
“It was sadistic, slow murder. It was perpetrated by somebody incredibly cruel, incredibly heartless. It had no meaning whatsover.”
 
Although Mr Nekrasov had seen Mr Litvinenko sometimes more than once a day, Tuesday was the last occasion on which his friend could communicate properly. Yet in his final remarks, the former spy remained defiant in his battle against President Putin and the Russian security services.
 
He also managed a joke at his own expense, suggesting that his poisoning was proof that his campaign against the Kremlin had targeted the right people. “This is what it takes to prove one has been telling the truth,” he said.
 
He was referring to allegations he made in a book, The FSB Blows up Russia, which accuses the Russian security services of causing a series of apartment block explosions in Moscow in 1999 that helped to propel Mr Putin into the presidency.
 
Last night in Moscow, Andrei Lugovoi, the former Kremlin bodyguard who has been accused of carrying out the poisoning, told The Times that he was not involved and that he was prepared to travel to London to prove his innocence.
Doctors remained baffled about what Mr Litvinenko ingested on November 1, at one of two meetings with Russian contacts. Geoff Bellingan, director of critical care at University College Hospital, said that doctors were now convinced that the cause was not a heavy metal such as thallium, as originally suspected. Nor had he swallowed any mystery objects. “Radiation poisoning is also unlikely,” he said. 
 
Andrea Sella, a chemistry expert at University College, said that it had become increasingly difficult to identify the poison. “They have to find some unspecified poison. They don’t know whether it is a single substance or a mixture.” read more

The British worker shot dead in the oil-producing region of Nigeria this week was the first foreigner to be killed after being kidnapped.

David Hunt, 58, died on Wednesday when his kidnappers were confronted by the Nigerian military the day after he was seized during a raid on an oil platform.

The oil worker’s death has increased concerns about the future of oil supplies in the world’s eighth-biggest oil producer. Violence and kidnappings in the Niger Delta have increased ahead of an Opec conference next month and nationwide elections in April. 
 
Mr Hunt, from Middlesbrough, was seized by an armed gang with six foreign colleagues when a gang armed with rifles and exploves used speedboats to attack the Mystras, a floating tanker and oil refinery operated by Saipem, a unit of the Italian oil giant Eni. read more
