Reuters: Shell sees appraching world refining oversupply

HOUSTON, Sept 10 (Reuters) – Royal Dutch Shell Group Plc (RDSa.L: Quote, Profile, Research) expects an oversupply of global refining capacity in the near future based on announced refinery expansion projects, said Mark Williams, executive vice president of supply and distribution, on Monday.

“Our view is we’ll enter a period of oversupply,” Williams said to reporters at a Houston energy conference.

Refiners around the world have announced refinery expansion projects to be competed between 2009 and 2012. read more

MOSCOW: President Vladimir Putin warned Monday that Russia may impose new restrictions on foreign investment in response to the U.S. move to strengthen control over the purchases made by foreign companies in the United States.

Putin said Russia was concerned by recently passed U.S. legislation intended to tighten national security reviews of proposed foreign investment, which he described as a “step away from liberal economics.”

“We remember the time when our economic potential, including in the investment sphere, was limited and we were being told from abroad that we should open our economy as widely as possible and offer investment opportunities to foreign companies,” Putin told reporters on a trip to the United Arab Emirates in televised comments. read more

LONDON (Thomson Financial) – Royal Dutch Shell PLC said its Coral Energy Holding LP unit will be renamed Shell Energy North America (US) LP and its Coral Energy Canada Inc unit will become Shell Energy North America (Canada) Inc with effect from Oct 1.

HOUSTON — A few years ago, it looked like we would all be driving pollution-free hydrogen-powered vehicles someday very soon. The signs, after all, were everywhere.

Automakers debuted concept vehicles with fuel cells under the hood. Investors poured money into hydrogen startups. News stories abounded about the new “hydrogen economy.” Even President Bush, in his 2003 State of the Union message, said babies born in 2003 should be in hydrogen cars by the time they hit driving age. read more

Bloomberg: CPC Plans to Buy LNG From Woodside Browse Project in Australia

Sept. 10 (Bloomberg) — CPC Corp., Taiwan’s only natural gas importer, plans to buy liquefied natural gas from Woodside Petroleum Ltd.’s Browse project in Western Australia, becoming the venture’s second customer, a CPC official said.

CPC may sign a final contract this year to buy as much as 3 million metric tons of the fuel annually, said the official, declining to be identified because of a confidentiality agreement with Woodside. Supplies may start in 2013. read more

Lloyds List: Gorgon LNG project clears another hurdle

MOMENTUM is building behind Australia’s massive, but troubled, Gorgon liquefied natural gas project.

Operator Chevron said Gorgon had received final approval from the Western Australian state government, removing a major hurdle, and key Japanese customers were considering taking an equity stake in the project.

The news came just days after Gorgon’s partner Shell disclosed it had concluded a binding heads of agreement with Petro-China International, covering the supply of 1m tonnes of LNG a year over 20 years. read more

LONDON (Thomson IM) – High oil prices and the increasing scarcity of resources mean future disputes between oil companies and governments of emerging markets are highly likely, even though government expropriation of foreign companies’ assets is “nowhere near” the level it has been in the past, industry watchers said.

Alexander Medvedev, Gaz-promdeputy chairman, said agreements for up to A$55bn (US$45.42bn) worth of Australian liquefied natural gas signed by PetroChina last week had strengthened the Russian company’s hand in talks on the sale of some of its own huge reserves of gas to China.

“I have a feeling that [China’s deals with Australia] were based on the LNG market price inthe region,” said Mr Medvedev, who was part of the Russian business delegation to the Pacific Rim summit in Sydney, which ended yesterday. read more

Russian environmental regulator Oleg Mitvol on Friday completed his tour to the United States where he met with America’s major investors. The deputy head of the Natural Resources Oversight Agency called the trip a success, but the businessmen had another impression. Several investment bankers said their clients are now considering leaving Russian markets. Oleg Mitvol, however, believes that investors’ negative attitude can be changed by more meetings with Russian officials. read more

DUBAI, United Arab Emirates — Hunt Oil Co. has struck a deal to explore for oil in Iraq’s semiautonomous Kurdish region, signaling a new willingness by some large Western companies to bypass the fractious government in Baghdad and deal directly with regional authorities in the war-torn country.

The regional government of Kurdistan and Dallas-based Hunt said over the weekend they had agreed to jointly explore for oil in the Kurdish enclave. Hunt, a closely held family concern with a reputation for risk taking, will operate the project, the two sides said. read more
