A truck bomb killed at least six police officers and wounded 16 people Saturday in the northern oil hub of Beiji, the second attack in two days to take aim at Iraq’s most lucrative industry.

The blast in the city about 155 miles north of Baghdad was also the latest reminder of an apparent move by insurgents to step up attacks in the north of the country after being pushed out of the capital by an increased presence of troops. read more

Bloomberg: Gazprom, Shell Lead Winners of Libyan Gas Permits (Update1)

Dec. 9 (Bloomberg) — Libya, the holder of Africa’s largest oil reserves, gave OAO Gazprom and Royal Dutch Shell Plc permits to explore for natural gas, as the North African nation seeks to increase fuel exports to Europe to meet rising demand.

Libya auctioned today in Tripoli exploration permits in the central, western and southern desert, in its first licensing round in potentially gas-rich areas. Russia’s state-run natural gas exporter Gazprom joined Shell, Europe’s largest oil company, Algeria’s Sonatrach and Polskie Gornictwo Naftowe i Gazownictwo SA of Poland in winning four of 12 licenses on offer. read more

TRIPOLI: Libya awarded permits to Russia’s Gazprom, Algeria’s Sonatrach, Royal Dutch Shell and Poland’s PGNiG in its first gas-focused exploration licensing round, its state energy company said on Sunday.

Shokri Ghanem, chairman of state-owned National Oil Corporation (NOC), told a brief ceremony in Tripoli that the companies were awarded a total of 10 blocks of gas-prone territory in the north African oil and gas producing country.

A results sheet posted on a notice board at the ceremony showed that Russian gas export monopoly Gazprom was awarded blocs 1, 2 and 3 in contract area 64 in the Ghadames Basin. read more

Peter Drucker was quoted as saying that “the army trains and develops more leaders than do all other institutions together—and with a lower casualty rate.” Not to be outdone, some corporations have developed good leadership programs that are the equal of those in the services because they retain an essential principle: in order to win, one needs leaders to perform and inspire at all levels—not just at the top. Strategy, though important, is meaningless without motivated and qualified people carrying it out. Technology and money are fungible; performance capability is not. Leadership development has always been important. Today it has become a competitive differentiator. Those that do it well will win more often than not. Those that do it poorly or not at all will lose. Bank on it. Also, the impending shortage of leaders as a result of the pending retirement of baby boomers now underway, and combined with the continued growth in emerging markets, begs the question of how does one develop the right kind of leaders? read more

The price per barrel hasn’t hit the century mark this year, as many observers had predicted, but it’s hovering in the high $80s.

As oil prices boom, the people who know the secrets to pumping oil out of the ground are becoming more valuable. And Texas universities are churning out more petroleum engineers than any other state as well as hundreds of geologists. read more
