An Open Letter to Richard Wiseman, Chief Ethics Evader & Non-Compliance Officer, Royal Dutch Shell Plc from Ray Fox

Dear Mr Wiseman

As you are aware, I have been in correspondence with you intermittently for over a decade concerning the consequences of deadly contamination of land and groundwater from the Shell terminal at Earley, which Shell sold for a housing development by Persimmon Homes. Since you were already aware of the contamination problem, I believe this was a grossly unethical act motivated by the greed of Shell. Planning permission should never have been sought or granted. Shell’s departure after the underground fire left our community and river permanently blighted .

Our respective personal circumstances have dramatically changed since our initial exchange of correspondence, with your elevation to the prestigious position of Chief Ethics & Compliance Officer of Royal Dutch Shell Plc., making highfaluting speeches proclaiming honesty, transparency and respect for people in all of Shell’s dealings.

What a contrast with my situation. When I first wrote to you, Mrs Fox and I were  the proud owners of a house adjoining the Shell Earley terminal. Our only concern was about the leakage of Shell toxic waste product onto my land from an unlicensed broken sewer discharging into the rainwater sewer, for which Shell was responsible. You will recall the white worms, dying trees and plants in my garden callously dismissed by you at the time as “your horticultural problems” – those “problems” subsequently ruined the lives of my family. I lost my home, my family and have suffered severe long-term illness as a direct consequence of exposure to radioactive contamination (confirmed by the results of tests carried out by an independent scientist commissioned by BBC Radio 4).

It contains evidence of how you grossly misrepresented (covered-up) the truth about Shell’s involvement in the nuclear industry. The impression you have conveyed over the years is directly at odds with the historical record.

Basically, as a result of your evasion tactics, combined with the far-reaching and pernicious influence of mighty Shell which for example, prevented me from obtaining discovery documents from the UK Atomic Energy Authority, I now lead a nightmare existence robbed of my health and self-respect.

My family split after we were made homeless, we have been refused NHS medical treatment, placed on the lowest benefits subsistence level and denied legal aid. I am forced to live on the charity of family and friends. I cannot even afford to keep warm in the current cold spell. 

Throughout this horrendous ordeal, your response has been callous and downright rude during a telephone conversation at the time my wife pleaded for your help when a specialist in Germany was treating me for life threatening radiation poisoning. The German doctor urgently required information from  you as to the type of Shell toxic waste products draining onto our property. Although you were aware our 11 year old son had also fallen ill you failed to assist or supply the crucial information requested. 

I am aware that at as a result of a letter I delivered to residents of homes now built on the former terminal and surrounding land, you have been asked by at least one resident to fund a survey by an environmental scientist to establish whether or not there is a buried source of nuclear emissions under the homes occupied by families, including children.  As far as I know, despite the fact that support for the research was forthcoming from the Liberal party following my email to MP’s, Shell has not agreed to fund the project, even though the cost is only £5,000?

Irrespective of any remaining emissions, I have overwhelming proof of the damage to my own health arising from contamination caused by Shell. If Shell genuinely believes it is not liable for the consequences of the contamination that survived repeated onsite decontamination projects, I invite Shell to enter into a mediation or arbitration process during which evidence can be presented and a conclusion reached on a binding basis. 

If Shell ignores or declines this proposal, it will confirm that your job is mere PR window dressing and comes under the heading of companies which do little more than “check the boxes” on ethics, “without really changing the culture of a company or tackling wider ethical issues”.

When considering my proposal, I hope you and your colleagues will bear in mind that I am an extremely embittered and determined individual who will pursue this matter relentlessly, as I have for over a decade, until my case receives a fair hearing and remedy to enable myself and family to rebuild our lives and obtain proper medical care and a safe and secure home for all. The role of a father is to protect and provide for his children and adopted children, this role was taken from me when we purchased our family home and becoming seriously ill which has caused irreversable trauma and hardship to the whole family .
