LAGOS, Nigeria — Royal Dutch Shell PLC says it has shut down a major pipeline running through Nigeria’s oil-rich southern delta because it had been repeatedly targeted by thieves.

Shell issued a statement late Friday saying the shutdown would cut off production of about 60,000 barrels of oil a day from its Nigerian subsidiary. It said thieves have repeatedly cut into its Nembe Creek Trunkline, causing damage and leaks in the area.

Shell produced about 974,000 barrels of oil a day in 2011 in Nigeria. It declared a “force majeure” warning — meaning it is impossible for the company to cover the promised supply from the field.

Though militancy in the region has dropped since a 2009 amnesty program, foreign firms say oil thefts from pipelines have risen dramatically. read more

Justice Dept. makes 1st arrest in BP oil spill; ex-engineer accused of obstruction of justice

NEW ORLEANS — The Justice Department said on Tuesday it filed the first criminal charges in the Deepwater Horizon disaster in the Gulf of Mexico, accusing a former BP engineer of destroying evidence.Kurt Mix, of Katy, Texas, was arrested on two counts of obstruction of justice.

The Justice Department says the 50-year-old Mix is accused of deleting a string of 200 text messages with a BP supervisor in October 2010 that involved internal BP information about how efforts to cap the well were failing.

BP officials did not immediately respond to emails seeking comment.

Justice Department officials said Mix would make an initial appearance in federal court in Houston on Tuesday afternoon.

On Wednesday, a federal judge in New Orleans is expected to consider a motion to approve a $7.8 billion civil settlement between BP and a committee of plaintiffs in a civil case. read more

Royal Dutch Shell PLC says its operational oil spills nearly doubled last year in Nigeria

LAGOS, Nigeria — Royal Dutch Shell PLC says the number of its operational oil spills nearly doubled last year.

Shell made the statement Thursday in its annual sustainability report, saying it had 63 operational spills in 2011. That’s compared to 32 spills in 2010.

Shell blamed them on restarting pipelines it hadn’t run in some time in Nigeria’s oil-rich Niger Delta over fears of militancy. Shell also said spills came from increasing thefts along its pipelines in the region.

Shell said it spilled 5,300 tons of oil in 2011. The company blamed the majority of that on a spill at its Bonga offshore oil facility in December. By comparison, the company said it spilled nearly 14,000 tons in 2009. read more

Shell Oil picks Pittsburgh-area site for multi-billion-dollar petrochemical refinery

PITTSBURGH — Shell Oil Co. has chosen a site near Pittsburgh for a major, multi-billion-dollar petrochemical refinery that could provide a huge economic boost to the region.

Dan Carlson, Shell’s General Manager of New Business Development, said Thursday that the company signed a land option agreement with Horsehead Corp. to evaluate a site near Monaca, about 35 miles northwest of Pittsburgh.

Ohio, West Virginia and Pennsylvania had all sought the plant and offered Shell major tax incentives. Monaca is about 15 miles from both the Ohio and West Virginia borders, so workers in all three states are likely to benefit. read more

Shell to stop purchasing oil from Iran in weeks, ahead of July deadline

AMSTERDAM — Royal Dutch Shell PLC says it will stop buying oil from Iran within several weeks, ahead of a July deadline imposed by the European Union.

A spokesman for the company Thursday confirmed remarks made by Chief Executive Peter Voser at a conference in Houston on March 7. The spokesman asked that his name not be published due to company policy.

He could not confirm industry analyst estimates that Shell purchases around 200,000 barrels of oil per day from Iran, shipping half to Japan and half to Europe. read more

Court skeptical about overseas corporate abuse suits

A majority of the Supreme Court on Tuesday seemed disinclined to allow human rights advocates to sue corporations in American courts over allegations that the companies might be complicit in atrocities committed overseas.

About a dozen Nigerians charge that Shell Oil’s parent company aided and abetted the Ni­ger­ian government in torturing and killing people protesting the oil company’s operations in the Ogoni region during the 1990s.

But conservative justices seemed skeptical that a more-than 200-year-old U.S. law formulated at the time of the country’s founding allowed such suits against corporations. The law allows “aliens” to bring civil lawsuits for acts that violate the “law of nations.” read more

Royal Dutch Shell: ‘Unprecendented’ number of oil thefts target its Nigeria operation

LAGOS, Nigeria — Royal Dutch Shell PLC says its Nigerian subsidiary faces an “unprecedented” level of oil thefts targeting its operation in the oil-rich African nation.

Shell said in a statement Wednesday that it has seen 10 spills caused by theft since the end of August. The company said it had to shut its Imo River field in August, which produces about 25,000 barrels of oil a day.

Shell said pipelines bore drill holes and valves, signs of thieves siphoning off crude oil.

Meanwhile, the firm said it lifted a production warning on its Forcados production after it discovered a “sabotage leak” on its Trans Forcados pipeline. read more

Lawsuit against Shell should be a no-brainer to decide

The Supreme Court has agreed to hear a case pitting a group of Nigerians against Royal Dutch Shell, which has been accused of complicity in torture and executions in Nigeria. According to an Oct. 18 news story, “The lower [U.S.] courts are divided about whether only an individual may be sued under the [alien tort] statute or whether it extends to cover corporations.”

Since the Supreme Court has already decided that, when it comes to contributions to political campaigns, corporations are just like individuals, the decision on whether a corporation can be sued should be a no-brainer. A Shell spokesman said in a statement Monday that its Nigerian subsidiary has declared “force majeure” on its Forcados crude shipment from October until December. The term is used when it is impossible for an oil company to cover the promised supply from the field.

Chukchi Sea lease sale back in court; federal agency says environmental work was complete

ANCHORAGE, Alaska — A lawsuit that stands in the way of Shell Oil’s plans for exploratory drilling in the Chukchi Sea off Alaska’s northwest coast is back in the hands of a federal judge.

The Bureau of Ocean Energy Management on Monday delivered its formal response to a court-ordered review of environmental work preceding Chukchi Lease Sale 193. Shell Gulf of Mexico Inc. had spent $2.1 billion for the leases in 2008.

Alaska Native and environmental groups sued over the legitimacy of the sale, contending that the bureau’s predecessor, the Minerals Management Service, had ignored environmental law requirements before selling petroleum rights on 2.76 million offshore acres. read more

Shell won’t stop oil production in Syria unless EU mandates a boycott

AMSTERDAM — Royal Dutch Shell PLC will not stop producing oil in Syria unless it is directed to do so by the European Union, media in the Netherlands report.

National broadcaster NOS news cites Dick Benschop, head of the company’s Dutch arm, as saying Shell thinks halting its operations there would hurt the Syrian people more than its government.

OPEC Plans Drastic Cut In Oil Production

Royal Dutch Shell has announced that it will delay some of its planned expansion of expensive oil sands projects in Canada. Rob J.
