Itar-Tass: Findings of Sakhalin-2 checks on way to ministry, prosecutors

MOSCOW, November 28 (Itar-Tass) – The Russian Federal Service for Supervision of Natural Resources (Rosprirodnadzor) has finished checks of compliance with environment legislation by Sakhalin Energy, an operator of the Sakhalin-2 project.

A source in the service told ITAR-TASS on Tuesday that “these materials are being turned over to the Ministry of Natural Resources in these hours”.

“The 600-page document is a report on all violations that have been made by the operator,” he said, adding that “any extra-new violations have not been revealed”.

The ministry is to pass materials on concrete violations to the Russian Prosecutor’s Office later.

Besides, Rosprirodnadzor is waiting for a decision by the Rosvodresursy water supervision service on recalling 19 licenses for the water use by Sakhalin Energy.

“The operator is unable to ensure ecological safety of the project and, as a consequence, a general stance on the project will be determined by the end of December after an examination of results of the check and a consultation with experts and foreign jurists,” the source added.

“If oil pumping is begun with the current state of the pipeline, a probability of a spill will be above 90 percent at mudslide stretches,” the source said.

The Sakhalin-2 project includes the development of the Piltun-Astokh oil field and of the Lunskoye deposit whose reserves are 384.1 billion cubic metres of gas.

A production sharing agreement on the project was signed in 1994.

Participants in Sakhalin-2 are Shell, Mitsui and Mitsubishi.
