The Denver Business Journal: Comments accepted on Shell’s Western Slope plan

State regulators are accepting public comment through May 16 on Shell Frontier Oil and Gas Inc.’s plan to get oil shale locked in rocks on Colorado’s Western Slope.

Shell is researching how to get vast oil resources out of oil shale rocks in western Colorado by heating the rocks and melting the oil.
 
The company received federal approval for leasing acreage to conduct the research in 2006 and is now working on getting the necessary state permits for operations related to the research.

Comments will be accepted by the Colorado Division of Reclamation, Mining and Safety, which is part of the state Department of Natural Resources. The division is responsible for Colorado’s mineral and energy regulatory policy and planning programs.

The Colorado Mined Land Reclamation Act requires that anyone who plans to conduct prospecting or mining operations in Colorado file for a reclamation permit with the Mined Land Reclamation Board. The board was created in 1976 to carry out the mandates of the Mined Land Reclamation Act. The board works with the Division of Reclamation, Mining and Safety to enforce reclamation laws.

Objections received by the state division during the public comment period would trigger a pre-hearing conference. Participating parties will have the chance to file motions and responses under the Mined Land Reclamation Act. The Colorado Mined Land Reclamation Board will conduct a formal public hearing where board members will render a final decision on the permit application.
