LONDON (Dow Jones)–Royal Dutch Shell PLC (RDSB.LN) has appointed three new members to its executive committee, people familiar with the decision said Monday.

The people said the new committee members are Roxanne Decyk, a former Amoco Oil executive who is now Shell’s director of corporate affairs, including safety; Beat Hess, the company’s global legal head, who oversaw the resolution of its litigation in the wake of the 2004 reserves scandal; and Hugh Mitchell, director of human resources.

The appointments were announced Sept. 25 on the company’s Intranet site but have not been unveiled publicly because the executives have not been appointed as board members, one person familiar with the matter said.

The person said that the three executives had already previously been invited to attend the executive committee’s meetings but that the appointment formalized their participation.

The expansion of the executive committee from five to eight will put the company more in line with other European corporations, such as Vodafone Group PLC (VOD), and follows the unification of its dual structure in 2005, the person added.

A Shell executive, speaking on condition of anonymity, added that the arrival of new skills with the committee could also help implement a large acquisition if needed, although he added he was not aware of any such move being prepared.
