Indias Essar Oil Ltd. reopened talks to buy Royal Dutch Shell Plcs Stanlow refinery, the Sunday Times reported, citing an unidentified company spokesman.
Shell has given Essar six weeks to submit a firm bid for the U.K. facility, the London-based newspaper said, citing people close to the situation.
