Ethics & Compliance Officers at Royal Dutch Shell

Charles Hornsby, Ethics and Compliance Officer, Shell Downstream, London, United Kingdom

I’ve spent 25 years in IT, of which 20 years has been in Shell, with roles which have spanned multiple businesses, countries and technical areas.

On 15 July 2011, I became Ethics and Compliance Officer for the Shell Downstream business, based in London. This is a move away from a predominately IT role into one closer to the core business for Shell, responsible for advising the global DS business on ethical issues and for monitoring and reporting (without fear or favour…) the state of compliance to our ethical values and code of conduct.

During 2008-11, I was head of Infrastructure Information Risk Management, based in Kuala Lumpur, responsible for the security and regulatory compliance of 160,000 desktops, 15,000 servers and our global networks, delivered via three large outsourcing contracts. During that time, I built and maintained relationships with our providers (HP, AT&T and T-Systems) during a period of change and challenge. ‘Manager of managers’, responsible for 40-60 staff (including contractors) and USD 20 million p.a. budget. Demonstrated compliance to Shell standards, defined and managed risks while delivering our commercial goals. Built a world class metrics and reporting programme. Designed and delivered a $12m+ security remediation programme for issues in our (ageing) IT infrastructure.

Also accountable for regulatory compliance for IT infrastructure, data privacy, export controls and Sarbanes-Oxley. Since 2009, I have had the opportunity to lead two large security investigations.

From 2005-8, I was Deputy-Director for Information Security for Shell in its CIO Office in Den Haag. Until 2005, I was Chief Technology Officer for Shell Trading.

In parallel, I have contnued to work on Kenya, including writing “Multi-Party Politics in Kenya” in 1997 with David Throup (James Currey publishers) and “Kenya: A History since Independence” (IB Tauris, December 2011).
