Canary Wharf Group and Qatari Diar are facing a multimillion-pound bill to defend their proposed redevelopment of the Shell Centre in Central London after a public inquiry was called.

The developers’ plan to create a large commercial and residential campus next to the London Eye was dealt a blow after Nick Boles, the Planning Minister, “called it in” last week, catching both the market and Boris Johnson, the Mayor of London, by surprise.

The Times understands that Mr Johnson was furious…
