Miles of leaky pipeline make up what is arguably the world’s most expensive plumbing problem. The project is years late, more than $30 billion over budget and now halted indefinitely.

“Nobody’s happy with the governance, and I don’t think anybody’s happy with the operatorship,” Shell Chief Financial Officer Simon Henry said.
