More OPL 245 corruption, continues into 2018?

By John Donovan

A high level insider source is alleging current major corruption in the continuing OPL 245 Zabazaba Shell/Eni JV project.

The source has supplied documents/emails from 2014 to 2018 containing references to  various parties, including Shell and Eni, relating to OPL 245. Links to the relevant leaked information/evidence are published below.

It may assist investigators from anti-corruption organisations (such as Global Witness and Finance Uncovered) more familiar with the overall situation, who are trying to put all of the pieces together in a web of continuing financial machination and complexity.

A criminal trial relating to alleged past OPL 245 related corruption is already underway.

Some items are marked as being strictly confidential, stipulating circumstances in which they should be destroyed.

This is what our foreign source alleges:

The novel on OPL 245 it is not over. The cost for the development will be increased by 2 billion USD without any reason and present Shell management is not doing anything to avoid this.

I can imagine the reason …

The middle man  for Bumi Armada in Nigeria is Akanimo Udofia.

In 2015 Eni was ready to award the contract to Bumi Armada but they were scared by the partnership of Bumi Armada with Ken Etete, Nephew of Dan Etete …

now they are awarding to Bumi Armada to pay somebody… and nobody in Nigeria, in Italy, In Saipem is saying anything…

Source allegations end.

Information supplied to John Donovan by the anonymous insider source.

Dear Hassan, Ravi,

Eni has informed BAB their bid is rejected as long as we cannot sent this agreement to Eni and the local content authority. They are prepared to expand the scope to include all the installation work.

Regards

Ken

Dear Xxxxxxxxxx

Please see the mail thread below. Also try to make Bumi Armada Berhad(BAB) honour the Agreement with Century Energy Services Limited because this will help to actualize our expectation.

Kind regards

Reading the papers is clear that there is something wrong:
    – The offer of Bumi Armada is the 40% higher than the saipem one;
    – The local content % is really low in the Bumi Armada offer the 36% versus the 55% of the saipem offer, not respecting the Nigerian local content act
It is clear that the Nigerian Government people are not acting in the interest of Nigeria! Increasing of Costs and Less work for Nigerian people!!!
And the worst is that everything is happening after a not acceptable delay for the whole project!!! Could be that everything is justified to reach an equilibrium of personal interests of Shell, Agip and Nigerian Government People. I hope we will understand!!

I read carefully everything I would like to underline that it is not reasonable that eni wrote that saipem did not provided the guarantee because Saipem is under control of the Italian Government and the eni itself!!! Then it is easy to stop Saipem banking capacity!! One question why the Saipem CEO didn’t react with the main shareholders?
