WASHINGTON -- Staff at the Securities and Exchange Commission Friday issued new guidance on how the agency interprets oil and natural gas companies' reserves accounting rules. The guidance, sought by industry for years, allows companies such as Royal Dutch Shell, ConocoPhillips and Chesapeake Energy Corp. to officially book major reserves that previously haven't been permitted by the SEC.

On Jan. 15--days before President Barack Obama took office--the Interior Department offered exclusive "lucrative benefits" to six oil-shale lease holders in a way that raised "serious concerns," Mr. Salazar wrote in a letter to the Interior Department's inspector general. Three of those leases are held by a unit of Royal Dutch Shell PLC for parcels in Colorado.

Big Oil Looks to Biofuels

Some in the industry are dismissive of the funds the majors are committing. "It's less than peanuts for them, given the size of their investment budgets," says Steen Riisgaard, head of Novozymes AS, a Danish company that provides enzymes used in the production of bioethanol.

Shell, for example, has spent about $1.7 billion on alternative energy and carbon-emission-reducing technologies like CCS in the past five years, while its total capital investment budget last year was $32 billion.

Anglo-Dutch oil giant Royal Dutch Shell PLC says the unrest hurt efforts to end flaring by making it unsafe to bring in teams to study or set up gas-utilization projects.

One of the U.K.'s biggest pension plans is moving forward with a strategy to invest hundreds of millions of pounds in alternative assets, potentially including hedge funds for the first time. Arcane Law Brings Conflicts From Overseas to U.S. Courts

August 27, 2009

By NATHAN KOPPEL

Victims of human-rights abuses around the world increasingly are seeking justice American style — by filing lawsuits against deep-pocketed defendants.

The Alien Tort Statute, a one-sentence law enacted in 1789 authorizing foreign nationals to file U.S. civil actions against those who violate “the law of nations,” has been used often in recent years to sue major companies for alleged complicity in crimes overseas, including torture and murder. Defendants need only to have regular business contacts with the U.S. to be vulnerable to lawsuits. read more

Shell’s Capital Conundrum

If investors remain unimpressed, it is perhaps because they have heard this before. Shell management has touted its "strategic cost leadership" since the 1990s but failed to deliver a permanently leaner business. At a forward earnings multiple of eight times, the stock trades at roughly a 10% discount to its peers. It has missed out on the 13% rally in the European sector this year, falling 9%. Mr. Voser will have to show much more for his restructuring efforts before that discount narrows.
