Royal Dutch Shell Plc (LON:RDSA) announced today that it has completed the sale of two assets from its downstream portfolio as part of its strategy to divest lower-margin businesses, as profits wane amid the depressed oil price.

The Hague-based oil major has completed the sale of its Butagaz liquefied petroleum gas (LPG) business in France to DCC Energy for €464 million (£332 million).

The sale follows a binding offer received by Shell in May, in addition to consultation with staff and regulatory approval, the company noted. read more

With the implementation of the recommendations post Piper A, turned quickly into legislation, the potential consequences of hydrocarbon releases have been markedly reduced, but Floating FLNG facilities cannot comply, other than that front end gas feed from the reservoir will be shut in and the process gas flared, huge amounts of volatile hydrocarbon liquids remain stored in the hull, which is also the primary structure supporting the process, utilities and the living quarters.

Prelude for example has in its hull, tanks with a capacity to hold 220,000 m3 of LNG, when the cryogenic liquid is returned to gas this equates to 132 million m3 of methane. It also has capacity for 90,000 m3 of LPG and 126,000 m3 of Condensate, with an overall capacity Shell states equivalent to 175 Olympic swimming pools. read more

A Prelude to disaster?

On 28 December I broke the news that a whistleblower had supplied me with photographic evidence to support their concerns over the safety of the construction of Shell’s Prelude FLNG flagship vessel.  The Prelude insider source alleges that packages are being installed on the vessel by totally unqualified personnel and accuses management of a failure to understand standards and regulations and claims the construction work would never pass UK standards. The source has been intimately involved in the project and is genuinely concerned that warnings issued to Shell management (and other parties) have been ignored and financial considerations are taking priority over safety issues. His warnings prompted a regular contributor, Bill Campbell, the retired HSE Group Auditor of Shell International to author articles on the subject that take into account his decades long experience and expertise. UGI acquires European LPG businesses from Shell

UGI Corporation has acquired the liquefied petroleum gas (LPG) distribution businesses of Shell in the UK, Belgium, the Netherlands, Luxembourg, Denmark, Finland, Norway and Sweden.

These businesses delivered about 300 million gallons of LPG in 2010, the addition of which will expand the scale of UGI’s European LPG business to over 700 million gallons.

UGI chairman and CEO Lon Greenberg said the acquired businesses provide UGI with an attractive opportunity to expand its footprint in northern Europe to LPG markets that are in close proximity to its existing operations in France and Central Europe. read more

Shell cites history to allay Karoo fears

Shell Oil Company, which has decades of experience in natural gas development in Alberta, Canada and in Texas, US, believes the procedure of drilling wells and using millions of gallons of water to extract shale gas in the karoo can be done without significant environmental damage.

It is also looking at, and piloting, other technology applications, including tight and shale gas fracturing which do not use water. One option is the use of liquefied petroleum gas (LPG). This effectively uses gas to extract gas. read more

Another broken promise to stop gas flaring in Nigeria: Shell pleads poverty and other excuses

Indeed, even if the violence subsided, allowing work crews to safely return to the field, funding is another stumbling block. More than an additional $3 billion needs to be spent to complete the programme to build gas gathering facilities and pipelines. Reduced funding from Shell’s government partner has already delayed work on several projects.

The group will soon open a ‘data room’ to allow serious potential bidders access to all the information needed to assess the business’ value.

Buying candidates will be selected from those which respond positively to a ‘teaser’ document, effectively an executive summary of the operations.

Shell aims to have an offer in place for the marketing and distribution assets of its branded LPG business by the end of this year and finalise the deal next year. read more

ROYAL Dutch/Shell will this week launch the $3bn (£1.7bn, €2.5bn) sale of its global Liquefied Petroleum Gas (LPG) business, putting in motion the last major element of its $ 15bn asset sale program after five months of delay.

The launch of the process comes the day after the company moves to a single listing on the London Stock Exchange this Wednesday. A banker close to the sale told The Business: “The sale process will start at the end of next week.” read more

Repsol YPF SA signed an agreement with British private equity firm CVC Capital Partners Ltd. to bid around €2.5 billion ($3.05 billion) for Royal Dutch/Shell Group’s liquefied-petroleum-gas distribution and marketing business, a Repsol official said Thursday.

If the bid is accepted, Spanish company Repsol, the fifth-largest European oil company by market capitalization, would also become the world’s largest LPG distributor. read more

The embattled oil giant Shell came under further regulatory scrutiny yesterday after the Office of Fair Trading ordered an investigation into the £100m market for household supplies of liquefied petroleum gas.

Shell is one of four suppliers who between them control more than 90 per cent of the domestic LPG market. The others are the market leader Calor, now part of the privately owned Dutch group SHV Holdings, BP and Flogas, which is owned by DCC and acquired British Gas’s LPG interests. read more
