Shell, Iraq Sign Agreement for $17 Billion Project to Develop Natural Gas

Iraq, seeking to boost power output after years of conflict and sanctions, signed the final accord for a $17 billion project with Royal Dutch Shell Plc (RDSA) to capture natural gas at oil fields.

Shell Chief Executive Officer Peter Voser and Oil Minister Abdul Kareem Al-Luaibi signed the agreement to produce gas that is currently flared off at fields in southern Iraq, in a ceremony today in Baghdad.

Under the 25-year agreement, the government will hold a 51 percent stake in a venture called South Gas Co., while Shell will have 44 percent. Mitsubishi Corp. (8058) is also a partner in the project and will hold the rest. South Gas will help collect more than 2 billion cubic feet (57 million cubic meters) of fuel a day at the Rumailah, Zubair and West Qurna fields in southern Iraq, Deputy Oil Minister Ahmad al-Shamaa said Nov. 16. read more

Motiva Enterprises toxic environmental record

The following information is in the form of extracts from a recent report produced by Louisiana Bucket Brigade environmental health and justice organization.

Louisiana refineries averaged one accident per day in 2010. There was a total of 354 reported accidents which released more than 975,000 pounds and 225,000 gallons of pollution.

Refineries rely too heavily on contract workers. There are simply not enough full-time workers on staff. Deferred maintenance and inadequate safety management significantly contributed to accidents, according to refineries’ own reports and testimony from the United Steelworkers.

During 2010, Motiva’s refinery in Norco reported seven accidents involving the same DU-5 unit, resulting in a total of 18,500 pounds of emissions. The largest accident happened in January, when a fire resulted in the shutdown of three refinery units, one worker injury and more than 17,000 pounds of toxic air emissions, including sulfur dioxide. read more

After reading some contributions to your site of insiders it made me decide to share something with you and your readers. Perhaps you see it fit to publish, I have no other avenue to vent my frustration and very deep anger.

Of late the networks have highlighted the treatment of prisoners by Americans in their prisons for presumed terrorists. At least to me it has become very clear that there has been a fundamental flaw in the command structure of the armed forces. And I am cynical enough to believe this flaw was designed and knowingly created by the ‘brass’ and top politicians. read more

Super Puma’s North Sea death crash fault ‘not recognised’

An indication of a fault that led to a North Sea helicopter crash in which 16 men died had not been recognised just a week earlier, a report has found.

All 14 passengers and two crew lost their lives in April 2009 when the Bond Super Puma came down off Peterhead.

The Air Accidents Investigation Branch (AAIB) said an indication of gear degradation had not been picked up on.

There was a “catastrophic failure” of the main rotor gearbox as a result of a fatigue fracture, it said. read more

Motiva Port Arthur reports FCC upset -filing

Nov 22 (Reuters) – Motiva Enterprises’ 285,000 barrel per day (bpd) Port Arthur, Texas, refinery reported a malfunction on Tuesday in a gasoline-producing fluidic catalytic cracking unit, according to a notice filed with Texas pollution regulators.

During the correction of a heat imbalance, FCC No. 3 experienced a malfunction in the debutanizer column, according to the notice filed with the Texas Commission on Environmental Quality. The unit began flaring to correct the overpressure. read more

Motiva refinery worker files discrimination lawsuit

A refinery worker has filed a lawsuit that claims he is a victim of discrimination after he was wrongfully accused of committing a rule violation and fired.

Boyd Weber filed suit against Motiva Enterprises – Norco Refinery on Nov. 11 in federal court in New Orleans.

Weber was employed as a process technician by the defendant and states he was wrongfully accused of committing a lifesaving rule violation on Jan. 15, 2010. As a result, he was terminated on Jan. 22, 2010, the suit claims. read more

Shell and Turkey sign oil, gas search deal

ANKARA, Turkey (AP) — Royal Dutch Shell on Wednesday signed a deal with Turkish state-run petroleum company, TPAO, to search for oil and gas offshore in the Mediterranean and onshore in Turkey’s southeast region.

The deal allows the companies to search for oil and natural gas and to produce and share any discoveries. Offshore search efforts will concentrate off the Mediterranean coast of Antalya.

“God willing, we will reach important signs and with these signs … TPAO, will reach gas and oil discoveries,” Energy Minister Taner Yildiz said. read more

Motiva refinery expansion workers being cut -report

HOUSTON Nov 22 (Reuters) – Layoffs will begin this month for construction workers on a southeast Texas refinery expansion project as the work nears completion, according to a local media report.

About 500 construction workers employed on the Motiva Enterprises Port Arthur, Texas, refinery expansion were told their jobs will end this month, according to a report on the Beaumont Enterprise website.

A total of 13,500 people have worked on the $5 billion project that will make the refinery the largest in the United States at 600,000 barrels per day (bpd) by the end of the first quarter in 2012. read more

Qatar’s emir and Royal Dutch Shell formally open multibillion-dollar gas-to-liquids plant

DUBAI, United Arab Emirates – European energy giant Royal Dutch Shell says Qatar’s emir has inaugurated a huge facility to convert natural gas into liquid fuel.

The official launch Tuesday caps years of work on the Pearl Gas-to-Liquids project at the industrial city of Ras Laffan in the gas-rich Gulf nation.

Shell says the facility began operation in the first quarter of this year, with additional production capacity brought online this month. read more

Saif was a key player in Libya’s campaign to renounce nuclear status and became close to leading figures after Mr Blair signed the ‘deal in the desert’ in March 2004, which saw British firms such as BP and Shell sign massive contracts with the Libyans.

Tony Blair’s close relationship with the Gaddafi family was yesterday dismissed by an ally as a mere ‘lapse of judgment’.

Lord Goldsmith, who served as Mr Blair’s Attorney General for six years, said that cosying up to Colonel Gaddafi was trivial  when compared with the crimes of the former Libyan dictator’s bloody regime.

His comments followed claims that the capture of the tyrant’s playboy son Saif could cause acute potential embarrassment for Britain’s political elite. read more
