Bill Campbell supports Shell leaving North Sea oil rigs in situ

Article by Bill Campbell, retired HSE Group Auditor, Shell International

Subject: Unethical, unwarranted reporting by the Independent and Guardian on the risks of leaving concrete gravity-based structures in situ

Anyone who cares to get at the truth, who spends 30 minutes looking through reports, many of which are independent and supported by authorities in UK and also Norway et al will come quickly to the conclusion that the alarming headlines that these structures are full and brimming with crude oil and chemicals, and represent a ticking time bomb are not only fake news but patently untrue.

The alarming articles in question

The Guardian: UK facing EU outrage over ‘timebomb’ of North Sea oil rigs: 4 Sept 2019

The Independent: North Sea oil rigs set to be abandoned while still full of crude oil and chemicals: 4 Sept 2019

In fact, the studies conducted to date suggest a high risk of failure in attempting to raise these structures with the individual risk of fatality of one per structure which in itself may if anything be an underestimate and does not include the potential loss of life of breaking up the structures at some land-based site.

No one is suggesting that cost, mainly the cost to you and I as taxpayers is high, with the total cost of lifting and removal included in the grand total of some 20 billion for all its North Sea facilities with the 14 billion of this being paid by our Government from your taxes. But cost does not appear to be the driver in the decision-making process. read more

Shell Prelude claims are ridiculous make-believe nonsensical drivel?

Expert Opinion on the content of the recent Upstream Online article: “Shell learns from Prelude challenges”

Rob Jager cannot be as naive as this, he has a  distinguished career in Shell and also been appointed by the New Zealand Government to lead investigations into the tragic Mining accident some years ago.  Clearly not a numpty so why is he making such statements claiming the Prelude is such a magnificent project it will operate perfectly and become boring.

Hydrocarbon Production Operations that I have experienced over many years have never been boring ever.  Every day brings something different to be addressed and Prelude is and will be no different.  Prelude is not receiving a semi-processed feed stack to refine or reform or blend but raw reservoir hydrocarbons.  Even in the case of a rich gas hydrocarbon reservoir, the well effluent will contain a full range of hydrocarbon gas mixtures, carbon dioxide, hydrogen sulphide water vapour and a whole host of trace gasses and other undesirable soluble and insoluble salts.  Notwithstanding during initial production or subsequent well work-over, residual drilling fluids and completion debris some of which will have found its way into the umbilicals and hydraulic well control and safety shut down systems and cause untold havoc. read more

Second LNG cargo from Prelude – still trouble at mill?

Second LNG cargo from Prelude

Overnight intelligence information about Shell Prelude sent to retired Shell International HSE consultant, Bill Campbell

Bill, The second LNG off take looks like being imminent. It’s the Methane Julia Louise, the red shape under the yellow tracking trial. The blue dot below with a hello anchor sign is the Prelude The other blue dots are either standby boat, supply boat or tug.

It looks as though there is still “trouble at mill” as its almost 24 days since the first cargo which would suggest around running at 25% capacity. read more

Shell Prelude, suddenly, everything is not so tickety-boo

Reading Rob Jäger, who I knew in Shell many years past, is like listening somewhat to my comments about Prelude starting way back in 2012 or so being replayed and replayed………suddenly, everything is not so tickety-boo. Think it’s telling that this historically proud, nay boastful and confident project so sure and aware of itself in the past is so reluctant to give a firm start-up date for LNG and so reluctant to just tell the world why?

By retired Shell Global Safety Consultant, Bill Campbell

Just some background thoughts, we all wish this project well but there is a lot that doesn’t appear to stack up in the Jager piece

Reading Rob Jäger, who I knew in Shell many years past, is like listening somewhat to my comments about Prelude starting way back in 2012 or so being replayed and replayed………suddenly, everything is not so tickety-boo.  Rob talks about safety and risk so underplayed before, he talks about large vessel but small area for LNG plant so underplayed before, he talks about risk almost discounted before because Prelude was so safe , now Safety, safety is the key, its the first project by the way in the long history of Shell that is in his words NOT driven by milestones and schedule, sorry don’t believe a word of it. read more

The arsonist complains about the diligence of the fire brigade

RETIRED SHELL CHIEF SAFETY OFFICER: Royal Dutch Shell (RDS) has gained its reputation as an organisation with no morality that if it can get away with it will lie repeatedly even when trapped by its own evidence, by its own falsehoods. It seems based on its track record RDS has no justification to support its protestations about public authorities using whatever legitimate means they can to dig out from the corruption cesspit the truth.

By Bill Campbell [from 1996 to retirement Upstream Senior Maintenance Engineer, Global Consultant on this and Techical and Finance audits before retirement as SIEP Audit Manager]

Re the article on the Moerdijk explosion and the Dutch prosecutors getting to the truth don’t you think it’s a bit rich that RDS protests? Dutch FT: Retired Shell chief safety officer warns of major Prelude risks

In brief

*The number of accidents per man-hour worked has risen again for the first time in a long time last year.

*A series of incidents, criminal investigations and warnings from regulators are damaging Shell’s safety image.

*Shell CEO Van Beurden himself is also not satisfied and wants to do more to guarantee safety.

Shells gas leaks, fires and accidents

Bert van Dijk: 13 March 2019

Last year the number of accidents per hour worked increased at the oil company. Supervisors warn that Shell needs to do more about safety.

In December 2017, during regular maintenance work, a lifeboat suddenly came loose on the Shell platform Brent Alpha in the North Sea. The lifeboat fell into the sea and was recovered a day later. Although no one is injured, it was not the first time. In 2008, it was discovered that two lifeboats on another nearby Shell platform, Brent Bravo, were technically in such poor condition that they had to be replaced. And in 2007 a rescue boat on another Shell platform broke loose and collapsed into the sea. read more

Alarm Bells Ring Again About Shell Prelude Safety Issues

By John Donovan

For several years, retired Royal Dutch Shell experts, including Bill Campbell, have rung alarm bells about safety issues in relation to Shell’s Prelude FLNG project. See Royal Dutch Shell Prelude to disaster

We have also published related information supplied to us by an insider. The person in question has been intimately involved in the project at a high level. He is deeply concerned that warnings issued to Shell (and other parties) have been ignored and that financial considerations are taking priority over safety issues. The whistleblower supplied me with internal information and photographic material.

Bill Campbell made a chilling assessment: “The revolutionary concept of offshore LNG installations (FLNG) is said to have economic and environmental advantages. A distinct disadvantage however is that the risks to health and safety of persons employed offshore on the LNG FPSO’s, such as Prelude, will be higher, when compared to onshore LNG plants of similar capacity, specifically the potential for loss of life; …loss of containment of hydrocarbons is likely to occur on Prelude during its operational life, either through flaws in the design, human error or failure to inspect and maintain. It’s almost inevitable.  It’s only to be hoped that the consequences of these losses never reach their full potential.”  read more

Shell Brent Bravo deaths caused by criminal negligence

The ugly truth behind the deaths – criminal negligence, corruption, falsification of safety records, conducted under a brutal, mentally unbalanced Asset Manager operating a Touch F*** All regime, supported by Malcolm Brinded, has been covered up by Shell for almost two decades. Shell got away with manslaughter.

The corruption disease inside Royal Dutch Shell destroying its reputation

EMAIL COMMENT RECEIVED FROM BILL CAMPBELL FOLLOWING PUBLICATION OF THE ARTICLE Royal Dutch Shell lied to thousands of its employees over offshore death

To: John Donovan <[email protected]>

John, thanks

I hope that this indisputable evidence from a governmental report will quell the abusive comments etc made about you on the website, just poison etc.

I am absolutely sure that Holliday fully understands the rottenness of the organisation he joined but is trapped like Ollila and Brandjes were trapped by the corruption disease emanating from MB. Corruption is like the Spanish Flu, it effects everyone it comes into contact with.

The significance of the HSE report cannot be overstated, the chronology is also important, this opinion of the HSE was reached on 18 November 2004 a year before the FAI and purposefully withheld from the FAI, this can no longer be disputed by anyone.

Bill

Malcolm Brinded’s responsibility for Brent Bravo deaths

Despite his sleazy record, Malcolm Brinded (above) remains President of the Energy Institute

By John Donovan

The Shell cover-up surrounding the deaths of two workers on the Shell Brent Bravo North Sea platform is coming under active scrutiny again as a result of an initiative by retired Shell *safety guru Bill Campbell. Bill is acting on behalf of the family of one of the deceased platform workers, Keith Moncrieff.

For over a decade, the truly extraordinary story about what happened was withheld from the families of the deceased and from investigating authorities by Shell and those parties over whom Shell had influence. read more

Call for a Public Inquiry into Shell offshore deaths

Malcolm Brinded, standing trial for Corruption in Italy over Nigerian OPL 245 oil deal, a key figure in many Shell scandals, including the tragic deaths on Brent Bravo.

Although I am not one of your constituents, I hope you agree that the safety of UK offshore workers is a matter of importance to ALL MP’s. SHELL NORTH SEA PLATFORM WORKER DEATHS DESERVING A FULLY INFORMED PUBLIC INQUIRY

Just how bad does has a company have to be before the Church of England withdraws investment on ethical grounds?

You may have seen the email I recently sent to over around 1,000 parliamentarians, including senior clergy and the former Scottish Energy Minister Baroness Liddell, who, as you will see, has a Shell connection. The email was about the Archbishop of Canterbury Justin Welby and the Church of England’s significant investment in Royal Dutch Shell Plc.

Many thanks for all the responses received.

I would like to bring to your attention just one of the many scandals rattling around in Shell’s corporate cupboard. read more

FULL HORROR OF THE SHELL BRENT BRAVO AUDIT NOTES

…if we continue operating Bravo in its current condition a major incident involving injury or fatality, and with the potential of Impairing the TR ;s inevitable. It may take a week or a year, it doesn’t matter. it will happen. You also need to consider your position. You are clearly working under instruction from Malcolm to keep a lid on this bag of worms, you should not be confident if the worst happens that the bold Malcolm will protect you. you will be hung out to dry to protect the golden boy’s progression up the ladder.

SHELL BLOG COMMENTS ON PUBLICATION OF BRENT BRAVO JAW-DROPPING AUDIT NOTES MADE IN 1999 BEFORE THE FATALITIES OCCURRED

FROM RETIRED OIM (addressed to Bill – Bill Campbell)

Bill, now the full horror of your findings during the Expro audit have been made available via Johns’ web site I wonder what kind of reaction, if any, will be generated. In retrospect and with hindsight, publishing earlier might have sealed Brinded’s demise sooner and he would never have risen to an apparent level of “the untouchable”.

The Italians hopefully will ensure he will be disgraced never to be any where near a responsible position again. read more
