Vicious Infighting at the top of Shell Corporate Security

By John Donovan

Former high-level American spooks at Shell Corporate Security, including Mr Crockett Oaks III, have made serious discrimination accusations against the mysterious Brit, Mr James W.D. Hall.

Mr Hall was once described as the top executive in Shell’s entire corporate security organization, including the Business Integrity Department. He worked for the UK Foreign Office for many years, perhaps as a spymaster. In legal papers filed yesterday, it is alleged that “Hall is a professional peddler of falsehoods”. At the time of publication of this article, Mr Hall is Business Advisor, Project Lead and Chief of Staff to the Group Crisis Team at Shell. They must be busy.

Mr Oaks is a former FBI Special Agent. He led the US security operations of Shell Oil Co. It is amusing to recall that in early 2016, Mr Bruce Culpepper, the then Shell US Country Chairman and Shell Oil Company President, told Mr Oaks that the Shell Business Integrity Department department, “could not investigate their way out of a wet paper bag,” “they cannot investigate worth a shit,” and that he “did not want those fuckers involved,” in a specific situation.

Yesterday, another aggrieved former senior Shell spook, Mr Walied Shater, filed further legal documents in the US courts in his case against Shell also on discrimination grounds. He repeatedly accuses Mr Hall of being a liar and describes him as a professional peddler of falsehoods. Mr Walied is a former Special Agent for the U.S. Secret Service’s Presidential Protective Division.

Mr Mike Oliveri, another guy with a senior military/security affairs background also sued Shell on related allegations involving Mr Hall. Mr Oliveri is a decorated war veteran, Colonel in the U.S. Army Reserve, and a retired supervisor for the United States District Courts.

The recent litigants have all taken issue with an alleged policy of illegal discrimination by Mr Hall, who until recently, was VP of Shell Corporate Security, located at Royal Dutch Shell plc’s current Global Headquarters in the Netherlands.

As is often the case in Shell scandals, I have an insider source who kindly keeps me updated on developments.

My involvement and the involvement of my website has become part of the legal action. Extract from page 20 of the 42-page document filed yesterday, 20 December 2021.

“The suit was covered in the Houston Chronicle and in a widely read blog that focuses on Shell (Exs. A-14 and A-15 and Hall Dep., Ex at 220, 232).”

The article – “Spectacular falling out of ‘Security Professionals’ at the top of Shell” – is reprinted on several pages of a 177-page “Exhibit A” filed yesterday.

Extracts from the 42-page document:

Although Shell neglected to mention any of it in its Motion for Summary Judgment, there is overwhelming evidence – not speculation – that Hall:

  • Manipulated the vetting process in multiple other highly suspicious ways to achieve his predetermined goal of hiring his white, British choice for the job, Hunt;
  • Strategically lied to Shater and the entire Corporate Security Department by telling them in March 2017 that he had not yet decided who to select for the RSM – Americas role, when in truth it is undisputed that he had already selected Hunt in February (Email from Hall to Shater of 03/03/2017, Ex. R; Shell’s Original Answer, Doc. No. 7 at ,r35; Maynor Dep. No. 2, Ex. Q at 15-16) (testifying that Hall made the decision to select Hunt on or about February 13, 2017).   Bulleted extracts end. What happened to Shater is part of a pattern of systemic discrimination in favor of white Brits – and against minorities – within the Corporate Security Department led by Hall…

    By Shell’s Own Admission, Hall Decided To Select Hunt For The Job In Mid-February 2017, But Hall Suspiciously Lied About It In At Least Two Emails In March 2017

    Hall is a professional peddler of falsehoods. After firing Oaks, Hall told Oaks that he wanted him to work with him to fabricate a story to tell potential employers about why he was no longer employed by Shell
